Strategy I: Island-home
This is quiet theme that has been in blue for some time, but hasn't really been seen much in tournaments. The basic idea is to get a bunch of ultra-cost-effective island-home creatures out, and then turn your opponent's lands into islands and go walk over them. Since blue island-home creatures tend not to have the level of efficiency that would make this strategy tournament viable, I have introduced a new mechanic that I call "cross-color". Basically it refers to creatures that are extremely cost effective, but have land-home of a color other than their own. For this deck the creatures in question are ships, and specifically white and black ships. This forces this deck to be a little multi-colored, but it really is still a primarily blue deck. I usually play it without plains or swamps - just some of the non-basic, white or black mana producing lands.

Strategy II: Draw-Counter
Blue has always had a strong counter deck, so the only real new part is the draw. As has been covered already, one of blue's new themes is to force your opponent to draw their deck. One of the big disadvantages to having your opponent draw their deck in chunks (as opposed to a single, combo-initiated draw) is that they then have a chance to use whatever they draw. If they have been waiting for that one special card, chances are they'll find it. This is where blue's counter spell theme keeps this interesting. The trick is to have enough draw cards to kill them, but enough counter cards to keep them from killing you. Generally this is the slow one of the two blue strategies, but on a perfect draw (and if they did nothing but put land out) you could actually make them draw their deck by the fifth turn.
