If the modem is capable of compressing using V.42 (or is it V.42bis? -
I can never remember which is error correction and which is data
compression <grin>), then text files can in theory be sent with
compressions between 2 to 4 fairly easily. Thus, the modem is capable
of sending an effective 57600 bps to 115200 bps (give or take a few
bits <grin>) between the modems. If you use the built-in serial port
max speed of 38400, then this becomes the real throughput (read this
word as "bottleneck").

Since these modems can also be used for dial-up services to wherever
for remote access, the compression *can* be of value to get blazing
fast screen updates, directory listings, etc., etc., etc.

The bottom line: to use a V.34 modem at 28800 bps effectively, you
should get and use a third-party alternative plug in card that can run
at 115200 bps at least. Magma Systems sells their SBUS 2S/1P card for
example - there are other vendors too.
