This is acquired from Researcher Alvarik in the Gulf of Gunthak
if you are a skilled researcher (101) and say to him, "I am an enchanter."

In addition to advanced research items, you will aslo need a Parchment and a Quill.
(Not available in the Plane of Knowledge or Gulf of Gunthak.)
